Eligibility by Demographics
The federal government understands that connectivity is essential for all walks of life. Here is how specific groups commonly qualify for free or heavily discounted devices.
Low-Income Households
You do not need to be on a government program to qualify. If your total household income is at or below 135% of the Federal Poverty Guidelines (FPG), you are eligible. This requires proof, such as three consecutive pay stubs or your most recent state/federal tax return.
Senior Citizens (65+)
Many seniors qualify effortlessly. While standard Social Security or Medicare alone does not automatically grant eligibility, participating in Supplemental Security Income (SSI) or Medicaid provides immediate, automatic approval for a connected device.
Students & College Families
Students require robust connectivity. If a child in your household participates in the Free and Reduced-Price School Lunch Program (or School Breakfast Program), or if a college student receives a Federal Pell Grant in the current award year, the entire household qualifies.
Veterans & Military
We honor those who served. Veterans actively receiving the Veterans Pension or Survivors Benefit automatically qualify for Lifeline assistance. Furthermore, the VA offers specific Digital Divide Consults to help veterans secure connected telehealth devices.
Families with Children
Families often qualify through multiple avenues. If anyone in your household—including children or dependents—receives SNAP (Food Stamps), WIC, Medicaid, or TANF, your entire household becomes eligible for a single device and data plan.
Housing Assistance Recipients
Federal housing support grants instant eligibility. If you receive Federal Public Housing Assistance (FPHA), including Section 8 housing choice vouchers, you qualify. Programs like HUD ConnectHomeUSA also offer localized tech support.
Qualifying Government Programs
Participation in any of the following federal or state-managed assistance programs provides automatic qualification for the Lifeline benefit.
Nutrition Assistance
- SNAP (Supplemental Nutrition Assistance Program)
- WIC (Women, Infants, and Children)
- Free and Reduced-Price School Lunch
- School Breakfast Program
Healthcare Programs
- Medicaid
- Veterans Affairs (VA) Health Care
- State Children's Health Insurance Program (CHIP) - *State dependent
Income & General Support
- SSI (Supplemental Security Income)
- Veterans Pension and Survivors Benefit
- Federal Public Housing Assistance (Section 8)
- Tribal TANF / Head Start (Tribal Lands)
Special Circumstances
The system is designed to help those in crisis. If you lack standard documentation due to extreme circumstances, alternative pathways exist.
Homeless Individuals
You are not required to have a permanent residence. You can use a temporary address, a shelter's address, or provide a descriptive physical location of where you reside during the application process.
Domestic Violence Survivors
Survivors can request an independent economic household status to ensure they are not restricted by an abuser's existing Lifeline benefit. Confidentiality protocols are in place to protect your address.
Disaster Victims
During federally declared natural disasters, the FCC frequently waives strict documentation rules temporarily to ensure displaced victims can quickly secure a connected device to reach family and FEMA.
Critical Eligibility Rules to Remember
The "One Per Household" Rule: Federal law strictly dictates that only one Lifeline benefit is permitted per household. A "household" is defined as any individual or group living together at the same address who share income and expenses. If you live with roommates or in a nursing home where expenses are not shared, you must fill out an independent Household Worksheet to qualify.
Annual Recertification: Eligibility is not permanent. Every year, you will be required to recertify that you still meet the income or program participation requirements. Failure to recertify will result in your device's service being disconnected.
Usage Requirements: To keep your free data and talk service active, you must use your device (make a call, send a text, or use mobile data) at least once every 30 days.
